Question / Help Unstable Bitrate

Hey guys I'm having trouble with my bitrate uploading all over the place. I stream 3 days a week Sun-Tues around 5 pm CST and some days my upload stays solid and some days it can drop down to 0. Was wondering if its something in my obs settings, network, or just ISP throttling. I feel like I've tried everything that is recommended to fix this issue but it still persists. The odd thing is that some weeks are fine and some I can't get anything going. Any help is greatly appreciated.

You've turned on dynamic bitrate. If bitrate drops, its because either OBS needs less bitrate to encode the current set of frames, or because available bandwidth has dropped.

It can be easier to see network problems in the logfile if you turn dynamic bitrate off.
