I've been messing around with the settings and even used the settings the site suggested but when I stream it always lag.

My laptop isn't exactly a gaming laptop either.

Manufacturer: Toshiba
CPU: Intel Celeron N2830 2.16GHz 64x
RAM: 4.00 GB
Graphics Card: Intel(R) HD Graphics

Operating System: Microsoft Windows 8.1
Windows Resolution: 1366x768
Regular Online Game FPS: 60 or higher.
Streaming while playing certain games: 28 or lower

I've been trying to stream Final Fantasy VII: Crisis Core on a PPSSPP emulator, but it has been extremely laggy and difficult for me to play while streaming

Your computer is outrageously underpowered. You could try reading this thread but honestly I wouldn't even bother trying to stream/record with OBS on that computer.
