Question / Help Twitch server issues or my internet?

So I've been having issues with streaming lately. I don't know why, but I cannot seem to connect to any streaming server on anything higher than 100kb/s. The frame drops at any resolution at upwards of 50%-80%. I've even tried using the inbuilt playstation streaming to no avail.

We pay for 50 Down and 10 Up.

Now, I know that I cannot use 10 up. That would be ridiculous. But I should theoretically be able to stream at at least 1000kb/s, if not up to 2500kb/s. Unless these are kilobytes and not kilobits. I try to stay around 1200-1500kb/s.
My typical resolution is 720p60fps, but have been trying 1080p60fps (But HD60 is dumb and slows down gameplay for some reason.) I've dropped it to 720p30fps, no luck. Further and further down.
Regardless of my computer, I should be able to stream at 640x360 at 30fps. It begins dropping almost immediately.
We've called out ISP and they have replaced everything.

Router is Hitronic CGN. I've disabled the firewall on it, and set security to low. I've opened up the port 1935, as well as disable the Windows Firewall. And tried every server. I'm completely lost.

The log is to verify that you're actually having a dropped frames issue (people use the term to describe all types of problems). The instructions are there to both help you fix the issue and/or determine the cause of the issue so you can take further action. If you've truly followed all of the steps, understood the results for each step, and were unable to either fix or find the issue, unfortunately there's not much more we can do to help.

1. I already know I'm dropping frames. It's not rocket science to figure it out. Which is why I'm on here asking if it's an issue with my own internet or the servers. Did you even bother reading my first post?
2. Followed all those instructions. Consider that I get 50 down and 10 up, I should be able to stream at the very least 1000kb/s at 640x360.
3. Read the first post instead of assuming I haven't tried anything.

FourSeven, be reasonable man. I realize you're probably frustrated, but this is an OBS forum, so most people assume this is OBS related.

Since you've said that you're having the same problem with the PS4 built-in streaming as well, it's really hard to say.
I notice you specify that this is a Twitch issue, and posted both Hitbox.tv & Twitch logs. Did you have issues with Hitbox.tv? Have you tried UStream from your PS4?

When helping others we typically aren't free to make assumptions about what's happening with a user's stream without risking a lot of wasted time and effort; I have no way to know that you understand what dropped frames are and are using the term correctly. For example you mention changing resolution and frame rate which aren't related to dropped frames at all. When we ask for a log it's for our benefit, so we can make sure a user is describing an issue accurately, and then offer appropriate troubleshooting steps.

Please also realize that this is not a general computer support forum. We're here to help with OBS, so in your case where you've shown that the issue isn't OBS-related (same problem with PS4 streaming) there's really not much assistance we can offer. The dropped frames troubleshooting thread is it.

If you didn't understand some of the results you got during troubleshooting then feel free to ask as we can at least explain those.

tried theme all. It's probably an issue with my router.
As for Sapiens. It's not hard to understand what a framedrop is, and why they are dropping. You assuming that I do not understand that is pretty "jerkish" as your title claims you to be. Again, it's really not any kind of hard thing to understand what framedrops are, or why they drop. Dropping the resolution and framerate had fixed it previously.

As for why I'm asking on here, I assumed to would be better to ask here since this is the support forum for a streaming program, and maybe it is an issue with OBS (Which I've already determined it wasn't)

The only thing I would try next is maybe updating the drivers to your ethernet NIC, and possibly check if your router has a firmware update. Otherwise I'm out of ideas. :/
