So I've been having issues with streaming lately. I don't know why, but I cannot seem to connect to any streaming server on anything higher than 100kb/s. The frame drops at any resolution at upwards of 50%-80%. I've even tried using the inbuilt playstation streaming to no avail.

Now, I know that I cannot use 10 up. That would be ridiculous. But I should theoretically be able to stream at at least 1000kb/s, if not up to 2500kb/s. Unless these are kilobytes and not kilobits. I try to stay around 1200-1500kb/s.
My typical resolution is 720p60fps, but have been trying 1080p60fps (But HD60 is dumb and slows down gameplay for some reason.) I've dropped it to 720p30fps, no luck. Further and further down.
Regardless of my computer, I should be able to stream at 640x360 at 30fps. It begins dropping almost immediately.
We've called out ISP and they have replaced everything.
Router is Hitronic CGN. I've disabled the firewall on it, and set security to low. I've opened up the port 1935, as well as disable the Windows Firewall. And tried every server. I'm completely lost.
