Sudden Extrem CPU usage

so I was recording with OBS for few months now with FullHD and 120FPS and it recorded perfectly fine before and now the frame rate is about one frame per minutes
do you know why this is I tried to change it to 60fps and still nothing this issue appeared after I got encoding error which made me unable to record at all and suddenly It worked normally after after while or so I though. even with 60fps and just 720p it still records at less than 1fps.
Any ideas what it could be caused by ?

ok I tried to change few thing and it does have less frame drop but less from ideal

ok I fixed so what happened was when I was trying to fix it I changed scalling setting and when I set it to bilinear it went all at pretty normal frame rate at Full HD idk why it was scalling when I did not have scalling when I had about 1 FPM

and now it was running at 30fps now maybe I messed up few more settings
