Question / Help Streaming PC Performance Expectation

Here's my current setup for reference.

My Gaming PC:
-Asus Z170-A
-Intel i7-7700K (5Ghz OC)
-Crucial 16GB DDR4 2133 (2x8GB)
-Samsung 950PRO 512GB NVME (OS)
-Samsung 840EVO 500GB SATA (Games)
-ASUS Strix GTX970 (Shadow Play running to capture for highlights)
-EVGA 600B PSU
Running OBS to output Game Video, Audio and Mic via NDI at 1080p60. (Avg about 150mbps upstream on LAN)

My Laptop:(Currently used for Streaming and Capture)
Lenovo ThinkPad E540
-Intel i7-4700HQ HD Graphics 4600
-Crucial 16GB DDR3 1600 (2xGB)
-Crucial MX100 256GB SATA
Running OBS to capture NDI from Gaming PC, Insert Background Music with VLC Source, Encode 6000kbps 768p60(Native Res of Laptop) with QuickSync Encoder. Stream to Twitch, Capture to my NAS.

My new Dedicated Streaming/Capture PC Specs:
My Dad's old Mobo, CPU and RAM.
-ASrock Z75 Pro 3
-Intel i7-3770(Non K) HD Graphics 4000
-Crucial 16GB DDR3 1600 (2x8GB)
Parts from the Scraps Pile at work: (I work at a computer store.)
-2x Lite-On mSATA 128GB SSD's in mSATA to SATA enclosure (C: and D:)
-Rosewill 400W PSU

I just finished building the new Desktop and haven't gotten it home to setup and test, but I was wondering if anyone could recommend my best option for encoding? QuickSync on my Laptop at the native 768p60 works fine because NDI was acting as a native saciler, but because I'll be using RDP to manage this new Streaming PC I want to setup 1080p60 which is the native Stream from my Gaming PC. I'm not sure how much better or worse QuickSync is on HD Graphics 4000 vs 4600, so I'm thinking I'd leverage the more powerful CPU to run Software Encoding instead.

Oh and the games I'm looking to stream are MechWarrior Online, BattleTech, Hearthstone and Overwatch. The first and Last are likely the hardest to stream because there is a lot of clutter in MWO and a lot of fast action in Overwatch. I run about 90fps in MWO and a solid 144fps in Overwatch.

Update:
So the desktop can only match what my laptop was doing even after OC'ing the i7-3770 to 4Ghz (Thank you multiplayer unlock!) Please help.
