I was thinking of getting the new elgato and I'm not sure if my computer specs are good enough for streaming the xbox one

Processer : Intel Pentium CPU B960 @ 2.20 GHZ

Installed Memory (RAM): 8.00GB

System Type: 64-bit Operating System, x64-Based Processor
 
That's a really, really weak CPU, but it might be able to handle a 360p or 480p@30 stream.
Real-time video encoding (and livestreaming by extension) is almost totally CPU reliant.
 
Well.
If he is able to handle 480p@30, can I do same? with my Core2Duo E8400 3,0GHz 6MB L2?

depending on what you wrote you two try to achieve completly different goals he would use a less powerful cpu to ONLY stream (streaming machine) playing on console thats the reason he could maybe be able to output 480p30 but you are actually trying to game+encode on the same machine which will simply not work with your cpu
