Question / Help Configuration for stream on Core2Duo E8400

Hi guys.
I'm new on OBS forum and i want to ask you guys, if You can help select the best configuration for streaming or local recording on my hdd, but betterly the twitch stream.

My Hardware
Intel Core2Duo E8400 3.0GHz 6MB L2 0% overclocked GD HW Link
ATI Radeon HD 5450 512MB 0% overclocked GD HW Link
2GB DDR2 RAM
2x 250GB and 1x 80GB disk
1280x1024 1 monitor

My Network
Network speed tested on Prague provider because I'm streaming from Czech Republic.
11ms ping
47.97 Mbps download
9.75 Mbps upload
cable connected to router
Speedtest link

I can post any more informations which are needed, thanks for answers and I look forward for the best solution on my "not enough hardware". :D

EDIT: Planning to stream games on low to medium settings and game developing using Game Maker Studio or Unity 5

local recording might be possible but streaming not at all(except for really bad quality)

recording would also be at max 360p30 on ultrafast preset thats about all you get out of an really old dual core

You really need to get a new system if you want to stream/record at any decent quality.
