Alright i've been streaming cs:go recently with settings as shown below.... and when i move around i get alot of blurry pixelated look on the stream, so i up my bitrate from 1500 to 2000 or 2500 and then when im ingame the game literally just runs horrible, constantly stuttering when looking left and right, this is wierd because my upload is 6.....so i should be able to half that correct without any issues? so i should be alright with 3000 but i get the lag at 2000-2500?

my pc specs are completely fine to be streaming at these settings to
---------
PC
----------
i5 2500k ( 4.6ghz )
asus gtx 760 direct ll OC - super overclocked

---------------
Encoding
----------------
encoder: x264
use CBR - tick
Enable CBR padding - tick
Max Bitrate - 1500
Buffersize 1500
--------------
Video
--------------
Base: 1280x720 (16:9)

Resolution downscale - None, so its 720p stream
fps: 30

-------------
Advance
---------------
Use multithreaded - normal
scene buffering time - ( 700 )
cpu preset - faster
encoding profile - main
keyframe interval - 2

Unfortunately, CS:GO is a very CPU intensive game. So is x264. On an i5 Processor, I wouldn't try and use the "faster" preset. Just leave it on veryfast (for now). With 6 upload, your net can definitely handle it, so keep the bitrate at around 2000. For 720p and 30FPS, it is really unnecessary to go over 2000.

Stuttering occurs because you're probably losing too many frames (in-game) at a high/randomized rate, or x264 is just taxing your CPU too hard for it to keep up with rendering frames for the game. Make sure you keep enough FPS so that it is at least equal, if not above your monitor's refresh rate. i.e 60Hz/FPS. Also, limiting your FPS on CS:GO may help with the case. Type fps_max "x" into console, with "x" being what you think your PC can handle.

If you're still experiencing stuttering, change your cpu preset to "ultrafast", and if you really need to, lower the bitrate. This is all in exchange for quality, of course.

If this issue persists further, make sure your NVIDIA Control Panel AND In-game settings are optimized for both CS:GO and streaming performance.

Finally (and what I recommend) you do is to use QuickSync instead. It has a few issues on certain variations of Windows, but in my opinion it's a way better alternative for those with a high enough upload. I personally stream CS:GO at 720p@60fps with an i5 and only 5 up with no lag and no fps issues in-game. Referring to the "Guides" section on this forum you will find how to enable QuickSync and further how to configure it for use, although it is fairly straight forward when it comes to streaming (:

It's strange though because ingame i am still getting around 200-300fps while the stream is on

This could be an issue with your settings, both NVIDIA and In-game. Make sure V-Sync is off, you're playing the game in fullscreen, and motion blur is off.

is quicksync even good quality though, the viewers need to be able to watch it

The quality is not as good as x264, but most viewers will be able to handle at least 2500 bitrate streams, (Although twitch servers are crap in terms of routing). 2500 bitrate for 720p@30fps is more than enough quality, in my opinion.

So it just happened randomly? If you're hear crackling, there could be something wrong. Try updating ALL your drivers, including motherboard/chipset, bios, audio and graphics.
