Question / Help Streaming 900p60fps

Hello! So my setup is:
CPU: Ryzen 2600
GPU: GTX 1060 3GB :(
RAM: 2x8GB Dual Channel 3000MHz CL14 Corsair Vengeance RGB
MOBO: Gigabyte Aorus Elite B450
Cooling:(Dunno if it matters lol): beQuiet Dark Rock 4
Monitor: 2x Dell S2418HN 75HZ Full HD
I have Gigabit internet but due to the virus situation, they limited gigabit access so I basically get 650mbps download and 580mbps upload.
Should I stream 720p60fps, 900p60fps or 1080p60fps?
x264 or NVENC?
And, is the cpu capable of Faster preset instead of Very Fast?
Streaming on twitch btw.

Use Tools->Auto Configuration wizard.
Use nvenc.
Start your first streaming steps with 720p 60 fps and make this running good.
Follow the Twitch encoding guidelines about bitrate: https://stream.twitch.tv/encoding/

Only after you are satisfied with this and established your streaming workflow, you can try increasing the resolution, but be aware that the higher the resolution, the more viewers might not be able to see your stream, especially mobile viewers or people with limited or fluctuating bandwidth - that depends on your audience.
