Question / Help Stream Quality Blurry @ 3500Kbps

I have been trying for the longest time to get games like CS:GO or BF4 to look clear with motion. No matter what I have done even at 1080P/3500Kpbs it is still very blurry in motion. Games like League of Legends are fine but FPS's for the most part look like crap.

PC Specs:
FX-8350 4Ghz
GTX 770
8GB RAM

I know I have the PC for it but I just can't get the stream to look clear in high motion games, it pixelates to much for me to care about streaming them. So what am I doing wrong or am I expecting to much out of OBS? Will a capture card like the Live Gamer HD make the quality better? Are their settings I can mess with to make it better?

Note: My OBS settings are at the bottom of my channel. http://www.twitch.tv/triplebullet187 Maybe I am doing something wrong. Also I would like to stream at 1080p downscaled to 720p/30FPS and around 2500Kbps to be more viewer friendly #NotPartnered. Any help is appreciated.
 
3500kbit is on the bottom end of the bitrate for 1080p.
If you downscale to 720p (video options in OBS) and keep that bitrate, the blur/pixelation should reduce massively

Are you actually streaming at 1080p or are you downscaling in your video options in OBS?

My monitor is 1080p and I have it down scaled to 720p in the OBS settings. Again, I want a 720p stream that looks clear in high motion. It seems no matter what I do even at 720p it seems to still blur quite a bit in FPS's.
 
You might try turning up the quality of your x264 cpu preset. It may or may not work, but what it will do is trade cpu time for higher quality.

If you're not CPU bound while streaming, it should produce a noticeable gain.

What preset would you recommend? It is currently at faster.
 
I think maybe you have your expectations a little high. 720p 30fps @ 3500kbps, should look extremely good, even in games like CS GO. If you think its too blurry, then you're probably not going to be 100% happy with any settings you use. The kind of quality you want, probably isnt attainable in a live stream, but would be via local recording.
The results you have, are most likely the best you will get, without moving to a dual PC setup.
