Stream lagging despite no dropped frames or in game lag.

As the title says, my stream has random FPS drops despite no frame drops or skipped frames. No change in ANY settings seems to make it worse or better. I really am i my wits end. I've made a video trying to show my issues. Would be grateful if anyone had any insight.

Thank you. Seems everything was except that i have Hardware-accelerated GPU Scheduler enabled in windows but the guide only shows this in windows 10 but i run 11.

Any idea how to fix this?

Create a new Scene Collection with 1 Scene with the only source being your capture card. Close OBS and open so it opens to the new scene.
If this is still happening, does the lag appear in the preview?

Done this. Also tried Streamlabs OBS with just my capture card as a scene and the EXACT same issue persists. Also the preview does lag an abnormal amount imo but the preview lag does not correspond with the output

Just tested wth CPU encoder at 3000 bit rate and have the same issue.

No way is this just how "streaming" is right? Like something is not right here.
