Question / Help Stream is Flat Broken

Hello.
So, I've been trying to work around my stream settings for a few days now, finding out how to fix what has been wrong with my stream.
I've gone through a couple different setups on how setting should be and all of that, and even used OBS's settings recommendation when putting all the settings on the site. Still, nothing has worked.

I'm trying to fix the entire stream, because every faction of it seems to be broken in some form or another.
Game audio and gameplay are off sync. Voice and visuals are on sync, but become skewed over time. The game will also lose frames or sound bytes, causing a "skipping" sound and look.

Enable elgato buffering and set it to 0

I put that on but it didn't seem to change anything.
