this is not the first time I've asked these questions because I've posted this in other forums too and still haven't found any solution. Hopefully here's someone who can figure out whats the problem here.
I can't really stream quite well because I'm dropping frames (11%-20%) which can be really annoying for me and for the viewers. The bitrate keeps dropping to 0% like every 5-10 seconds or sometimes every minute or more and then goes back up to normal. I am not 100% sure which side is doing something wrong, is it me or is it on Twitch's end? What could be a solution for me?
[Sideinfo: I can stream with an constant bitrate of 3,5k over Steam without any lags or framedrops]
/edit: This issue only happens when I try to stream to the Twitch Servers. Its weird that when I watch another ones Livestream on Source its totally fine. I don't have any loading issues with the site or anything. Only streaming to it is a problem.

Someone said I should do a traceroute to multiple twitch servers to find the one with the least packet loss. But I don't really know how to do so. Could anyone also explain me how to correctly do a traceroute?
/edit: Here a test broadcast of me settings where you can see the problem (streaming at 2,3k bitrate and buffer, 540p):

I've also tried every single server available on OBS but always got the same results with the jumping to 0kb/s.

Looks like it has something to do with the Level 3 Servers. Is there anything I can do?

The issue have been resolved! Don't exactly know what solved it now but thats a list what I did the last days and what could've changed it:
- called my ISP (/edit: They just wrote me, that they can't do anything against that)
- contacted Twitch
- reinstalled my Ethernet Driver (Killer Network Manager)
One of this resolved it for now. Just tried to stream and everything worked well on a bitrate of 2,5k! I'll do another test tomorrow and if I don't report back here, its probably completely resolved.

Everything is still working one day after. I report back in a week.

Try changing servers: done, did not work (see headpost)
Try lowering bitrate: done, even with a bitrate of 800kb/s the issue still remains.
Don't stream over wireless: I use LAN Cat6 to my speedport router
Check for throttling: I did, I don't get throttled. Example: constant streaming over steam
Check your firewall / router / antivirus / network software: I port forwarded TCP 1935 and even disabled my firewall and anti virus program to see if the issue resolves, but it didn't
Try another streaming service: I tried Steam with an bitrate of 3500kb/s. Worked fine for me like mentioned.
Testmy.net: Used it cause people said its a reliable source to see your real upload speed. (picture above)
Update Network Adapter Driver: Its on the latest build
Bad router or bad networking hardware: Is not the case in reference that I streamed over Steam. All working fine.
