Question / Help screen blurred in motion

So, I've a great quality in general but my stream get blurred when I move too fast, maybe a setting that I don't make :/

my computer is a laptop :
GPU :GeForce GT 630M
Processor: Intel(R) Core(TM) i5-3337U CPU @ 1.80GHz
Memory : 6,00 Go RAM (5,89 Go usable)
Current resolution : 1366 x 768,60Hz
OS : Microsoft Windows 8.1

bitrate too low or encoding preset is too fast

have you got an idea of the encoding preset I should choose ?
