Recording and streaming lag and stuttering

Hello,

I started running into some lag and stuttering while streaming and recording, the game looks like it's jumping back when I get some speed.
The thing is that I have been recording and streaming with the same configuration, but from one day to another this started happening.
I tried lowering the game graphics but I still see some input lag on the preview and lag and stutter sometimes, it's like the preview is always half a second delayed now.

Also I see the game fine, it only looks like that in the preview, on stream and after recording.

Again, I already streamed and recorded the game without changing anything and it used to be fluid.
Tried re-instaling OBS, getting rid of the plugins, lowering the game graphics, disabling Windows game mode, disabling my webcam, putting OBS on High priority and nothing worked.

I also have Hardware acceletation disabled.

Also the webcam got super blurry when this started happening.

Any idea of how to fix this?

I found a fix! It was my main monitor refresh rate, it was 144 when my OBS and game was 60, when I locked everything to 60 the lag was gone!
