Question / Help Quality is Terrible, why?

So I have a good computer, that is capable of streaming. I stream at 60fps with 2500 max br, I use the same settings as my friend (Who's stream is very smooth) but my quality is just terrible and people on mobile devices can't watch it. My download speed is 80 and upload is 10 so that shouldn't be the problem, any help?

Disable the custom buffer in Encoding settings, and check "Use Buffering" in the Elgato device source properties.

That looks pretty normal for 2500kbps at 720p60.
