Question / Help QSV bad quality in motion

I am streaming to twitch but the moment I start turning in game, the video becomes very pixelated. Pretty sure it has been doing this since forever.

Specs: 2600k @ 4.4 ghz, hd3000
16 gigs of ram, gtx 670

I am using monitor capture, not game capture.
4000 kb/s, 0% dropped packets
cbr, 1920x1080, 30fps, qsv enabled, keyframe interval 2, use cfr checked

Is nvenc better in this regard? I can use that as well, I will try it later tomorrow anyway though.

Sandy Bridge (2600k) QSV is pretty bad since it was their first implementation of it. Where as Haswell QSV is pretty great. NVENC will better for you, but keep in mind that x264 is still superior to all hardware encoders. I personally only use NVENC/QSV for local recordings since you can crank up the bitrate.
