Question / Help Problems Streaming with my Elgato Game Capture HD

Hello guys! I am looking for some information to help me hopefully, as I haven't been able to find an answer or fix for my issue yet. To simplify my issue and put it out their first thing, my issue is that whenever I try to stream footage from my Elgato Game Capture HD through OBS, the video through the preview screen/what is streamed is EXTREMELY laggy. Note that my stream isn't dropping any frames, its the footage itself thats lagging. The output to my screen is fine, but the footage going through OBS is super bad.

I've googled online for some fixes and done many things, but none have worked yet. I've lowered the bitrate with no change to it at all, and I have streamed PC games before easily. I've also changed the settings to lower any CPU usage, but while streaming with the Elgato, I only use about 25-30% of the CPU, so im not killing it at all (using an FX-8350 if you need the info). I've also changed around all of the settings to make my stream as least stressful on my system as possible like dropping the framerates and the h.264 settings, with no real change to it. It's not a problem with the Elgato itself either, as I can record from the Elgato just fine. I have yet to stream from the Elgato's software itself just because the software doesn't allow much aside from streaming the game and commentary.

What could be the issue that I have?

Please uninstall the Game Capture software via the Windows uninstall panel.

Reboot your PC.

Then download the software again from elgato.com/gaming/download and install it.

Reboot your PC and re-add the device to OBS. Let me know if that helps.

Went through all the steps but still have the issue. But I did notice something that could help give you more information on it.
The video preview will work fine for about a minute before the lag starts. The Elgato usually has a 2-3 second delay from its encoder, but once my stream video starts to begin its lag spike, it jumps the video forward, and then what its showing is only about a half second delay, just now at about 5FPS. Then it gets weird and can sometimes fall way, being a few seconds off, and then fast forwarding back to almost real time. Could my OBS somehow be effecting the way the Elgato encodes its video? Note that I have never had any issues like this just using the Game Capture Software, it only happens in OBS.
