Question / Help Problem with unstable bitrate

Hi i got a problem with unstable bitrate i have 5k bit rate on 6mb uplod aftet November 4 I have bitrate drops to 3000 drop every 2 minutes at 3k bit rate and stay like that for some time there was also a technician from the internet with whom we spent 3h to see what's happening
everything normally works 0 jumps internet we restored the antenna, devices everything nothing helped
also he turned up the internet to 70mb sends and 70mb downloads he didn't want to stay on 5mb plese help :(

i know its 47% but why :( i boosd internt to 70upold and still have 3k bit rate drop :(
