Possible to stream OUTPUT as an IP camera?

I see lots of articles about using an IP camera as an input source for OBS - but what about the other way around - making OBS (either the main output, or preferrably also individual sources/scenes) into an IP camera so other devices can connect to it and use/view it? Just like the Android app "IP Webcam" does - it creates a webserver and then you just go to the URL to see the stream...

If it can be done on a small phone I would assume it would be even more possible on a desktop machine...
 
Or alternatively, is there a way to do this with ffmpeg? Then you could make OBS output an NDI stream, receive it with ffmpeg and there create the IP camera...

Oh, now I see the NDI support has been removed from ffmpeg :( So never mind about that alternative.
