2500 is too low a bitrate for 1080p60 footage. You should at least double that, or run the Auto-Configuration Wizard from the Tools menu.
If you can manage an upload of 5000-6000 (or better yet 8000) you should use NVENC on this machine, as the 1660 has a very good hardware encoder.

To be honest, if you're recording and not streaming, don't use CBR rate control at all-- use CQP (with NVENC or CRF with x264) and a quality setting between 14 (very good quality) and 23 (good quality).
This will make much larger files, just be prepared for that.
