CPU: AMD A8-5600K APU with Radeon(tm) HD Graphics

CPU Speed: 3.6 GHz

RAM: 8 GB

OS: Microsoft Windows 7 Home Premium Edition Service Pack 1 (build 7601), 64-bit

Video Card: AMD Radeon R7 200 Series, Pixel Shader: 5.0, Vortex Shader version: 5.0, Dedicated Video RAM: 1.0 GB

Sound Card: AMD High Definition Audio Device

Monitor HDTV (1920x1080)
Internet:

My downoad speed is always like 1mb.

For me Closest streaming server is EU:Frankfurt:DE

I want to stream Loadout - I don't know which Motion like High, Medium or Low Motion For loadout

Your upload speed is unfortunately very very limited, and your CPU seems to have problems to encode the video even on the ultrafast preset (which degrades quality). So what I would recommend is to downscale the output, probably to 2.00 or 3.00. Maybe see if you then can go back to the veryfast preset.
Also lower your video bitrate to around 350-400 maximum and lower the audio bitrate to 64. Dont expect a great looking stream, but you might be able to get it working that way.
To increase the quality and resolutions you definitely need a better PC and better upload speed :(
