Pixelated/Blocky Youtube Stream

I have an RTX 4070 with an 11 Mb upload. No matter what my bit rate, resolution, FPS, quality, keyframes, b-frames, or encoder setting I choose. nothing fixes the issue
I always use the same AV1 NVEC encoder. 6000 Kbps CBR
I've tried 4,000 to 10,000 Kpbs bit rates It doesn't help.
But the recording comes out looking normal just as I see on my monitor.
I'm stumped on what to do.

Looks fine to me Granted that is a 1080p video being viewed on my 1440p monitor with Youtube compression It's never going to look as sharp as the direct game play on you monitor
