Question / Help pixal "lost" during movement

Hello

Trying to setup a wow stream, but I am having this problem. When I start to move, even with slowly movement. my stream gets pixelated.

My obs settings are like

x264
using CBR
max bitrate : 3500
downscaled to 1.25 with 36 sampling


This is my computer specs
i5-3570
16 gb ram
GTX 660
