So I have been running the flatpak version of OBS on my system, and when I use the Pipewire window/screen capture, it runs normal. Once I close the window that is captured by window capture, and then hover my cursor over any application in the taskbar, the window capture instantly starts capturing the hovered-over window.

In the attached log I used a new, empty scene, added the window capture to capture an arbitrary window, close the window and then hover over another program in the taskbar, causing it to switch the capture to that

So I have done a bit more troubleshooting on the issue, while doing so I realized that the captured image is a still frame and not an actual live capture of the running software.
I then looked towards the small preview windows that you can enable in KDE Plasma while hovering over programs and it seems to be "intercepting" and taking a frame of that preview window and putting it into the window share.
Disabling the option for the preview windows altogether fixes the issue.
I am unsure why OBS/Pipewire picks up a frame of the preview as an active window, but it now stops happening as long as the option is disabled.

OBS is not "intercepting" anything when doing Pipewire capture. It asks the DE to deliver a capture stream of a specific window or screen and just displays what it is being sent.

So if you select to capture a window and you close the window but something else is continued to being displayed this sounds like unwanted behavior from the DE. I would check with the KDE folks about this. OBS has no control on the content of this capture.
