PC And Wifi Great, But Stream still blurry, any help ?

So my stream is blurry, it sucks, i want to be live tommorow but cant get it working
my Upload speed is 17.42MPBS
Graphics is 3070, CPU Amd Ryzen9, and 1000 w power supply.

STREAMING TO YOUTUBE

My stream settings are currently
CBR , 10000KBPS,
Keyframe =0
Preset P4 - Medium Quality
Tuning - High
Multipass - Single
Profile - High
Gpu - 0
Max B frames - 2
Fps value - 60
Downscale Filter - Lanczos
Monitor size is my output video scale at around 1920x180.

IM USING MY ENCODER !

I've tried setting after setting but i watch it back or look at it on another device and it stinks, i have over average everything, what am i doing wrong

Don't ignore the pinned post in this forum on posting your OBS log (link in my .sig) of a Recording or Streaming session

And how to you KNOW that your WiFi is great? are you a wireless network engineer who has done associated frequency spectrum real-time scans?

And basic troubleshooting says try recording locally (not streaming) and see how that looks. IF it is blurry, then likely an OBS settings or hardware resource issue. If Recording settings similar to Streaming Output settings, then next step is to analyze and confirm outbound bandwidth and jitter. Then make sure your streaming settings correspond to your stream platform desired settings
