Hello! I have a pretty good computer for streaming, but my internet connection isn't that great. I mean it's decent, but not great for the good quality. First of all, I don't know anything about this stuff, but someone told me that I can set up my OBS so it 'encodes' the stream in such a way that it looks good, but requires less badwidth. In other words it will move some of the pressure from my internet to my hardware. Is this really a thing? If yes, can someone show me or link me the OBS settings that I can use.

yes it is possible but first of all you should try the estimator https://obsproject.com/estimator and after you have done that you should post a log https://obsproject.com/forum/threads/problem-make-sure-to-post-a-log-and-or-crash-dump-howto.97/

It looks impressive, but for some reason it doesn't work as good. I used Stockholm twitch server and my friend who watched the stream, said it was stuttering.

biggest problem here is the fact that the estimator indeed tells you that you can use a bitrate of 3500 but thats insanely high as a normal streaming (not partnered) since twitch roots everything through san francisco or something like that meaning that there can be massive problems to watch your stream.
usually we suggest for non partnered streamers to stay between 2000-2500 but even at those bitrates there are massive buffering problems lately also changing the ingest server wont help sadly
but your settings and log look fine
i hope you meant the buffering issue with the "suttering" because just stuttering wouldnt help much since your logs are fine

@aplinlol, thanks for the answer. Yes, the problem was indeed with the buffering. If there are still massive problems at 2000-2500 bitrate, what amout should I use to minimize the issues, while keeping the decent quality? And does it apply both to bitrate and buffer size or just to bitrate? Would it help if I switched to 60 FPS (i have a decent CPU - i5 4690)
nah your cpu is actually not that decent because you would need a slower preset for 720p60
well as for me i had to stream with a 1800 bitrate lately since the buffering problems get worse day after day and its all a twitch related problem
it depends on what game you play if it will look good/decent or whatever as for me im streaming 720p48 on fast preset right now with 1800bitrate/buffer and im playing LoL so its not that heavy fast screen movement but csgo as example is watchable with this bitrate but for my own opinion its not even near the quality i want it to be again

Your equipment and bandwidth look good. Like alpinlol said, streaming at 3500 on twitch is not a good idea for anyone that is not partnered. On the other hand your CPU is good enough to go up a preset or maybe even 2. Test your CPU usage before you decide whether to go Faster or Fast. In all honesty, this doesn't provide near as much quality increase as it does CPU usage, lol. I'm gonna suggest a different approach, only because alpinlol had suggested the 48fps / 1800 / Fast Preset.
If this does not give you the outcome your looking for, try lowering your FPS to 25. Bitrate 1800. 720p. Fast Preset. This is possibly a better outcome depending on the game.Lowering the FPS requires less bitrate to provide a little better quality. If the game is low motion/action, the FPS wont be noticed. Now if your playing COD or some fast paced shooter, 25fps may be noticeable depending on the bitrate/resolution and preset. This is just one of many possibilities and playing with numbers is your best bet at finding what gives you the best outcome.
I hope you find your niche for the settings. Takes a while but eventually you get that perfect medium. Hopefully, lol.
