Question / Help Old Computer Streamed Great, New Computer Stream Horribly

To start, I have read over 2 hours of threads and google searches. The problem is my my stream fps is super low. Here are some things I have tried:
-Changed FMS URL
- Lowered my max bitrate and buffer size below and above what OBS suggests. (http://testmy.net/db/30Gn8X4l)
- Turned off CFR
- Downscaled my resolution all the way down to all the way up.
- Changed my FPS from 30 to 60
- I am using game capture
- Keyframe Interval to 2 and 0
- Encoding profile tried both main and high
- I have Use CBR and CBR padding enabled
- I have tried switching to Nvidia codec

I originally thought it had something to do with my internet. I get 11mbps Up.
When I click 'Preview Stream' it has very low fps. When I streamed before I had a Phenom II x4 and now I have an i7 4790k on an ASRock Extreme 6 and an Nvidia 680. Windows 8.1 running on an Samsung Evo 850 and my games on a separate HDD. Also, I have 16 GB of RAM.

I am not sure what else to try, I would like to think my pc and internet are good enough to run this because it did with much less before. I understand there are tons of threads just like this, but I have tried everything I have found. I am wondering if maybe its a hardware issue. Anyways thanks for the help.

Update: I tried XSPLIT and had no issue at all. I really like OBS and hope someone can help me fix this so I can continue to use it.

the only problem i can see is
18:48:53: Number of b-frames dropped: 51 (12%), Number of p-frames dropped: 102 (24%), Total 153 (37%)

18:48:53: Number of bytes sent: 4313401

that you are dropping frames and also run on wireless

everything else looks fine is it possible to post another log with an actual streaming session of at least 10-15 minutes?

I highly doubt its because i'm on wireless.. I am on a 5ghz signal and I have done wireless scans and there are no other 5 ghz signal around me. Also another reason why I dont think its my wireless is because I can stream on XSPLIT totally fine. with zero configuration, but I would rather use OBS. I like Opensource a lot better.

you are still dropping a ton of frames


since you are only streaming 360p i would actually recommend dropping the bitrate to ~1000 that should be fairly enough for 360p

you are also stalling send data which is probably caused by your wireless connection as a test i would at least try using ethernet cable just to be sure. maybe something changed in the time between using xsplit and obs ... who knows
