OBS VOD Track not working

Hi everyone!
I am trying to figure out an issue with my entire twitch VOD track being muted after streams. I contacted twitch support about it but they have been extremely unhelpful and keep telling me its copyright sound. So I thought I would hop on here to see if maybe I am doing something completely stupid.

I have the separation of my tracks for live and VOD set up because I like to listen to music during some of my more chill streams. After I updated to ver 31 I noticed that entire streams were being muted. I just started recording my streams onto my PC directly but I stream off a laptop and this has the tendency to overload my encoder. When I rolled OBS back to 30.2.3 I thought I had fixed it (a test showed that it was working fine) but then when I went to save my VOD for youtube editing, it was muted again.

This is my current audio setup:

Things I noticed that gave my VOD sound but didn't fix the problem:
- Turning off twitch VOD track results in the VOD being fine
- Checking the music track for 2 (So having all my sound sources route to every track) meant that the VOD had sound again. This was with twitch vod track still being on.

I'm not opposed to rolling back OBS further but I guess I want to gauge if its me, the software or twitch. I can just play copyright free music but I like to cut the music out entirely for editing as it makes for a better YT video (Easier to add in other music or effects in post).

Untick track one and tick track 2 for the music.
Everything that goes on track 1 stays on the VOD, everything on track 2 is sent to the stream but not used on the VOD.

Actually it is the opposite, don't want there to be any confusion. Everything that is on track 1 goes to their livestream, everything on track 2 is sent to their VOD.

I wrote this guide that simplifies the explanation a bit

Things seem configured correctly, start your stream, stop it after 30 seconds, and then send a current log.
