OBS very low fps / low graphics

Hello,
I tried to record some Overwatch gameplay. I installed OBS a view moths ago and I had some problems back then, but made it work. In January I upgraded my gpu to an 4090 and I havent used OBS since then. But now I wanted to record som gameply but the quality is just garbage. Maby somebody with some knowledge can help me because this is so frustrating. I tried every setting but nothing worked. Log is attached. I would be verry happy if somebody can help.

It pretty much says your overloading your GPU.
 
Im not sure, the task manager had no problem with the gpu. nothing above 25%, I mean its a brand new rtx 4090
