OBS Stuttering Issues

I've been recording gameplay with OBS for a while and within the past week it started having problems. I've attached a video of the worst I've seen but I noticed the issue to a lesser extent in other recordings. I'm a layman in terms of the technical aspects but from what I understand this doesn't appear to be an encoding issue and my logs didn't return any errors outside of a missing virtual cam plugin. With just OBS and a game running, my CPU, GPU, and Memory are each running at less than 40% of capacity. Setup is as follows:

NVIDIA GeForce RTX 2070 Super
AMD Ryzen 7 3700X 8-Core Processor
32 GB Ram
