OBS stays on Red Status but my PC & Settings are correct .

I've been using OBS for about 2 years and I have a beefy PC that I use to stream and make Video's on and for some reason just recently like 2 or 3 days ago I've been having problems with Streaming it stays on red and I stream with 6000 bitrate and it goes up and down to 1k to 4.5k bitrate and stays red and it lags on the other . What is going on & What do I have to do ?

1. Update your Windows 10 per https://obsproject.com/blog/five-simple-tips-for-new-streamers
2. Run OBS as Admin
3. Your log contains no recording or streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS.
2) Start your stream for about 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream/recording.
4) Select Help > Log Files > Upload Current Log File. Send that link via this troubleshooting tool or whichever support chat you are using.

This feature detects when your internet connection is limited, and will automatically reduce your bitrate to compensate rather than dropping frames. Once any congestion disappears, it will automatically raise your bitrate back to its original value.

So I had a question because I did the internet test and It says I have Really good internet and I was wondering why was this happening to me now since I been streaming for a long time now without issues
