Question / Help Obs stays at 20fps?

I haven't streamed in probably 3 months, now trying to start up again and now I'm unable to get obs above 20fps. I have set it to 15 fps and it will just stay at 15 fps When I have it set to 30fps It starts off at 30 fps then once my bitrate (tried 1k-3k) smooths out ~5 seconds and goes down to 20fps and stays at 20fps. Any suggestions will greatly help. Thanks for your time just reading this.

yes i am using monitor capture what should i be using instead?

Game capture for games, window capture for other things, video capture for webcams / capture cards.
