don't ignore the pinned post in this forum regarding posting your OBS Studio log from a Recording and/or Streaming session

and that is a SUPER low-end CPU... so you may well need to optimize both Operating System and OBS Studio for an under-powered PC... but just guessing, could be something else entirely

If you are using Windows Media Player to view the recording, try VLC. If that's not the issue then make sure you are using QSV, not x264. The newest version of OBS may not support Quick Sync Video/QSV from your processor. If that is the case, you can try replacing the obs-qsv11.dll from a previous working version. See this post for info https://obsproject.com/forum/threads/mfx_err_unsupported-qsv-failed-to-load.163141/#post-634493

You can download 29 .zip from https://github.com/obsproject/obs-studio/releases/tag/29.1.3 , extract/copy the file and just keep your 30.1.0 install. If that doesn't work, try the last 28 version from https://github.com/obsproject/obs-studio/releases/tag/28.1.2 or last 27 version from https://github.com/obsproject/obs-studio/releases/tag/27.2.4

If that doesn't fix then post a log.
