I have had obs for awhile and have not really tinkered with it at all until now and in one of my videos that i was recording it was fine for the first 45 minutes and then afterwards it just became a mess where you couldn't even tell what was going on.

I have a 1050Ti and the cpu is a ryzen 5 2400g which i should upgrade but it still shouldn't be having the impact that it is

There's a small amount of rendering lag there, but nothing particularly extreme.

If you're recording with NVENC you should set quality with a CQP or CRF number, not with CBR and a bitrate. You're wasting bits on scenes that don't need it and making files unnecessarily large, and potentially losing quality during complex scenes with fast motion. Also, NVENC delivers lower quality than x264 at the same bitrate, and this is especially notable at lower bitrates. 4250 is a very low bitrate for recording, although it's a decent bitrate for streaming 1080p30 but is the absolute minimum for 1080p60.

If you're having issues with stutters or artifacts, start with a relatively high CRF number (like around 22 or so) and then lower it to improve quality as long as nothing stutters.
