Although I would suggest posting a log, I believe the GT 520 is the main culprit in your problem, even if you would use it as a streaming PC. It's way too easy to overload this GPU regardless of resolution and FPS.

Check that log for rendering problems. As "OG See OH Zee" said, you GPU might be the limiting factor, that doesn't have enough power to run a game and render an OBS scene at the same time.
