OBS DROPPING FRAMES PLEASE I NEED HELP

So about the past month or so I have been having issues with constant drop frames or a huge amount of drop frames obs I have had three supervisors multiple techs to my house and they have replaced every single wire from the pole on the corner of my yard all the way to my PC my computer is completely up to date with every driver and everything it needs. it's not a issue coming from my pole to the house me and the techs have made that pretty clear. There is a speed test below that shows I have internet more than capable of streaming at 1080p 60 I have gigabyte internet from Spectrum no matter what settings I have regardless of what I put the bit rate at I always am dropping frames also below is a twitch test to the servers and even if the twitch server test is fine and my speeds are exactly where they are supposed to be I am still getting dropped frames my PC specs are listed below everything is optimized I've been doing stuff with PCs for 10 years my computer is completely fine.
CPU- Ryzen 7 5700X3D
Memory - 32gb Corsiar DDR4 3200hmz
Storage - Samsung 980 Pro
GPU- NVIDIA RTX 4060TI 16GB

Oh yeah, additionally, try setting IP Family to IPv4 Only in OBS Settings (Settings > Advanced > Network).

I remember having an issue with with it being set on IPv4 and IPv6 several years ago.

I have literally trried switching every single obs setting literally i have tried new and older versions

If it's not a bufferbloat issue, then it might just be Twitch.

Despite my internet having a C grade, I don't get any network lag when streaming on Twitch. Mine doesn't have any bufferbloat on the upload side so that probably explains why.

You don't need to disable the firewall. Actually it's a bad thing to disable it.
Just contact your ISP and tell them to verify the RTMP protocol as it's the one used for streaming and looks like there are problems with the routing to Twitch servers.
If you can, try streaming to youtube and see if this works well or if you have the same issue.
As you can see on the twitch test results the best quality is 92, which is too low. You should have at least one giving 100 quality.
It also could be a bad network cable, issues with the network driver, or the router/modem you have. Try changing the port where the network cable connects on the router/modem. Some times a port fails but not the others.
If you have another cable, test it.

I live in Argentina, so the best for me is Buenos Aires, followed by Brasil. Colombia would be in case of desperation.
If you see a map and how far away from this places I am, you get how bad your connection is right now.
