Question / Help OBS Crash Error Message Because of DLL file HELP

I have been battling obs to record some good gameplay for the last month I feel. It is constant issues with graphics drivers and when I fix that, then I can not record good quality content. Im getting an error that I have had previously that says "Whoops, OBS has crashed!" It seems to have an issue with the igdrclneo64.dll file, but when I went through and deleted it, it just made things worse. Please someone help im so frustrated, my computer is more then capable to record 1080p gameplay.

System Specs:
Intel(R) Core(TM) i7-7700 CPU @ 3.60GHz
RX Radeon 470 4GB
16GB 2400MHz Vegenance LPX RAM

Thank you for the quick reply! I used DDU and cleaned off all the Intel GPU drivers and no I can record no problem. But another question if you could help, what fine tuning do I need to fix my streaming stutters and overall bad quality? If you could help thats great but if not no problem. I feel as if my computer should be able to stream, but its not... Heres a log from me quickly trying to stream something, in a rush to get to work.
