No clue whats going on, was working fine yesterday. Trying to open OBS to set up for stream, but its closing right after startup with no crash report, and the logs have no critical errors. Here's a video of whats going on and a pastebin of the most recent log. If anyone can help out that would be a great help!

Pastebin of log
Video of issue

I've tried:
Updating drivers
Uninstall and reinstalling OBS
Updating OBS
Deleting all OBS files from PC and reinstalling
Deleting scenes and profiles and booting
Running as administrator
Restarting PC
Downgrading version of OBS

Code:
20:08:37.857: load_graphics_offsets: Failed to read from 'get-graphics-offsets32.exe'
Try to delete folder and its content "C:\ProgramData\obs-studio-hook\" (don't worry, it will be recreated when you run Game Capture).

Hmm, the log doesn't says that previous session was aborted. At least, I expected the "load_graphics_offsets" error to be gone. Do you have newer log?

Anyway, you may try OBS portable mode in different folder (please, read after the "if it was not clear" words): https://obsproject.com/forum/threads/crash-with-«could-not-find-locale-ini-path»-when-opening-app-settings.82157/#post-346499
hi, so tried running OBS in portable mode, followed all the steps and got all the stuff exactly like you explained but it's still shutting down on startup. same issue as before, starts up for a few seconds then shuts down :/

however, i tried following some advice from the post i made about this on reddit and after running it this time (i was told to do it through command prompt) it brought up two errors. "Failed to find locale/en-US.ini" and "Failed to load locale". not sure what that means or why it came up

"Failed to find locale/en-US.ini" and "Failed to load locale"...
It is because you need to specify current directory (folder) when trying to run application from command line. In Windows you can use "cd" (change directory) command.

...starts up for a few seconds then shuts down
Do you have log-file from this portable mode? I see that all previous logs you have posted truncated - at next run OBS usually indicates that previous session wasn't shutdown correctly and prompts for safe mode. At least, you may try to run OBS in safe mode manually - make new shortcut to "obs64.exe" file and add to the Target field of the shortcut the key --safe-mode (don't forget to place space symbol before it). By running the mentioned shortcut you will run OBS without some functions/plugins.

no longer needed.

Last log-file and behavior of the program clearly says that you need help from developer of the OBS. If any will have free time - you'll be instructed how to make automatic memory dump on shutdown of the application and share this data personally with developer (example of such conversation can be seen here: https://obsproject.com/forum/threads/obs-crashing-all-the-time-from-rtsp-sources.165637/post-608704). Or maybe there are some other routes or workarounds. Really, I don't know.

Some developers can be found in Discord (links - in the top right corner of the forum). Give it a try.

In my opinion, for you as user - no much steps are left: a new user account and OS reset/reinstall.

a new user account and OS reset/reinstall.
that seems like a lot of hassle but im happy do to that. it may be for the better as i misspelt my user folder when setting up my PC and its been bugging me for years lmao. a new user would be nice just for the clean slate of it too!

Unfortunately not. I do not have such a plugin installed and there are no files described in the article.
