OBS causing encoding error & game to drop to >15fps

I am trying to record while playing and my GPU is spiking to 95-100%, causing both OBS to lag and my game to drop to around 10fps. I have HAGS off and Game Mode on, and have attached the log file. When I turn my graphics down to medium/low gpu usage goes down to around 60%. It's only when trying to play on high AND record that it breaks (otherwise high settings play just fine). OBS also launched as admin.

I noticed also when I stop a recording and start it again that is when the 10fps thing occurs, otherwise if I keep it recording it'll only dip to around 30fps sometimes.

Still having this issue. It seems to work fine on 31.1.0, but upgrading to 31.1.1 broke it again so I had to downgrade. here is the log file:
