I have been using OBS for 5+ years, never encountered something like this. It looks like the bit rate is horrendously dying. I've tried a few adjustments but I'm not sure if it's one of my settings, or my GPU's encoder is dying? No idea. Never had anything like this happen in 5+ years of using OBS. It looks tremendously worse when more motion is involved. I started noticing it about a week ago when I would record, but now I noticed it in my streams too.

If you run your current log file through the OBS Log Analyzer you get the below analysis

Have a look at it, you have some system issues but your main problem seems to be with your Internet connection.
