no matter what settings i change my stream quality looks terrible when movement happens

hi so i stream black desert online and there's a decent number of effects going off and camera movement. But there are streamers like Choice who stream at 1080p and their gameplay maintains pretty good quality (well above mine) when fighting a lot of people and effects and movement etc is all happening.

However I have tried: a base canvas + output of 1080:1080, 1080:936, 1440p:936, with bitrates starting from 4500 all the way up to 7000 (with ignore recommendations set) and messed around with P5-P7 quality, Look Ahead On and B Frames 0/2/4, and Keyframe to 1 or 2.

Every. single. change. looks the exact same to my eyes, I can't make any difference except it being more aliased/jaggy at 1440:936, and the motion quality being worse when 1080:1080, even at 6500 bitrate.

An example would be this: https://www.twitch.tv/videos/2055415092?t=0h0m4s recording which was done at 1080:1080, 6500 bitrate, P5, Two Passes (Full Res) 1 Keyframe Interval, B-Frame 2 vs this one: https://www.twitch.tv/videos/2055414104?t=0h0m4s which was done with P7, Look Ahead & B Frame 4. 1080:1080 is by far the worst looking stream when it comes to movement quality.

Then there's a number of other short streams in past broadcast where I was messing around with settings each try... Nothing seems to work or improve anything, no matter what I do the quality in any movement is horrenduous.

this is extremely frustrating because a friend of mine linked his OBS settings, and for this stream quality: https://www.twitch.tv/videos/2050866386?t=0h14m19s which you can see is much better than mine even when in rapid movements and he is only using 5950 bitrate simple settings like this (attached). On a 2k monitor as well (i dont know if his canvas is 1440p though)

i think my obs is actually bugged or some crap because when i try to do LOCAL recordings - it doesn't matter if I set rescale output to 1080p or off, or if I set CQ Level to 14, 16, 20, 28, 30, or CBR Bitrate to 60000, the quality all looks the EXACT same.
