ok well my OBS drops below 10 FPS

My Internet

• 22 Download Speed
• 11 Upload Speed
• 11 Ping

OBS Settings

• 2500 Buffer (tried changing it up and down, still doesnt work)
  
• My Audio is set to 128kbps

pretty much default streaming settings

My Recording Device

• Elgato Game Capture HD

My PC

• 4gb RAM
• 64 Bit, running OBS on 32 bit

OBS Extras

• Overlay
• New follower addon

how could i fix my problem?​

Your system isn't powerful enough to stream at 720p. You'll need to use the resolution downscale option under Settings > Video to lower the stream resolution closer to something like 480p or 360p. You may also need to change the encoding preset under Settings > Advanced to superfast, or possibly even ultrafast.

even on my other pc its still does the same thing, and i currently livestream @ 1080p HD

We don't know anything about your other PC because you haven't provided any information about it, and how well it can stream isn't really relevant. The PC in your log file is quite underpowered and you'll need to lower your settings as outlined.

The one in the log file? You don't, it isn't remotely powerful enough. The monitor doesn't even run at that resolution, it's configured for 1366x768.
