Question / Help Need help,weird stutter

Hello guys,I'm new to obs and streaming but i have this really annoying problem when i'm recording/streaming with obs ,my games and the stream feel like they are droping frames but ,my game is capped at 75fps(Both my monitors refresh rate) and obs doesnt show any dropped frames.I know i have a pretty low end system but i think its more that enough to play and stream games like fortnite. (i3 4160,GTX 960 8gm).im using 720p at 30fps and 3800bitrate NVENC h.264 encoder and neither my cpu or gpu is maxed, cpu sits around 70% and gpu 50%
