Hello,
I done some streaming and i have a problem. Nobody in twitch can change resolution and it is very bad. I watched a lot of tutorials and i done what they say, but my resolution is still bad. I will post my spec and speedtest.net. My language is different, but you can see thoose spec.

Unless you the streamer is partnered then the viewers can not change the quality. If your quality is quite bad still then the culprit is most likely your bitrate. With your upload you should be easily be able to set your bitrate to a 720p rate and more. I would recommend setting your bitrate to around 2500 - 3000 for 720p and see how it goes. If you want higher then set higher but remember the more you raiser it the bigger the burden is on your viewers too hence why some people prefer to do 720p over 1080p

Send a logfile from a live streaming session at least 5 minutes long. There's a stickied thread at the top of this forum, if you need directions on how to grab a logfile. A link to the VOD of the session could be helpful as well.

Also, far as Ramune's bitrate advice goes, please remember that the max recommended bitrate for non-partnered streams is 2000kbps; a 720p@30fps stream will deliver entirely acceptable quality at 1500kbps for most games, and 2000 will deliver quite good quality. Especially when it comes to League, with how little full-screen motion happens (most of the cam movement is just panning).

Also, when doing your settings please be aware that OBS expects the bitrates in kbps; 1mbps = 1000kbps. If you entered the values in mbps, that would be your problem.
