My stream lags with a 400mbps upload speed

I have a 350-400 mbps upload speed, yet my streams lag.
I suspect obs not using all the upload speed I have, is it possible?
My drivers are all updated, I added obs to the firewall rules and I think that's all I can do.

Is it about my specs?

you realy ask why lagg if the test tool reports 0 Quality ?
all below 100 have issues and not usable for streaming

I thought 0 quality was the best, what can I do aboutt this? It shows 0 for every europe server.

the only realy you can do is switch Provider or try talk with him
but other then change to a Professional Quality ISP is mostly unreal

the thing is, my brother who uses the same internet connection can stream perfectly on both discord or twitch with obs, while I can't

the data not flow in a required way, why idk
broken cable?
wireless connection?
router limitation settings?
firewall configuration?
