Question / Help Minecraft Lagging when streaming

I don't know much about streaming, but i think that my computer can handle streaming, but i cant. I usually get at least 60-80 FPS but when i start to stream i get 1-5 FPS. I'm wondering why, so here is my specs:
AMD A8-5500 APU with Radeon(tm) HD Graphics 3.20 GHz
8.00 GB (7.19 GB usable) of RAM
64 Bit operating system, x64-based processor

Weirdly OBS seemed to perform well enough, but you're probably just going to have to downscale if you want to minimize impact on the game. Downscaling is done in setting>video. You'll also want to consider lowering your bitrate as well, 3500 is too much for even 720p.

i lowered it to 1700 but still so much lag, should i get a new cpu? What would be the lowest price or lowest one i can get for a good stream

Did you just lower bitrate? Post a new log with the changed settings.

Here it is, btw what is the cheapest intel core i should get? I was going with a Intel Core i3-4130 3.4 3 FCLGA 1150 Processor BX80646I34130. Is this good?

No, avoid dual cores. i5 or better.

That log shows....no changes. You need to downscale in settings>video and add more bitrate in settings>encoding
