I can get the webcam to sync with the elgato, but even with the same offset the mic won't sync upSapiens said:The Elgato will always be delayed a bit as it's a USB 2.0 capture device, so you'll need to delay your webcam and mic as well to match. It's up to you to experiment with offset/buffering for those devices to get things right.

Yea, in the current version of OBS there's no way to apply a filter to a sound source that way -- it will be in OBS2 which is currently in development, but OBS1 doesn't have that right now. Kind of a bad situation I put you in there, I apologize.
