Question / Help Massive in-game fps drops

Hi, I recently got a new CPU and Mobo for streaming since my old ones were getting out of date. Since I've gotten them I really haven't been able to stream on WoW because of how much ingame lag is causes. When playing without OBS I have around 60fps but as soon as I start streaming I have 10-25 fps.

I've tried pretty much every setting. Right now I have it at 720p and have looked the OBS setup page and tried everything there and not there.
Sorry if I haven't posted much info, but I can reply with any info needed.

I also have streamed CSGO and it seems to be fine with the right settings but wow is just really unplayable.

My computer specs
i7-4770@3.40 Ghz
8gb memory
Windows 7
GTX 670
Sabertooth z97 M1 mobo if it matters
 
What? WoW getting 10 25 fps?
On those specs?

What is your CPU preset, and your bitrate? And your downscaling (if any)?
What about CPU priority vs game priority?

Game options like AA or Multicore?
 
Have tried all the cpu presets. Bit rates from 1500-5000 I have 40mbs up. Downscaling to 1280x720 have tried 1920x1080 as well.

I don't think I've split the priorities up on this cpu yet I can try that.

Don't know what you mean about those game options sorry.
 
Also have tried SSD and HDD as well. Same FPS.

I have seen FPS drops in my games when game capturing aswell, just not down to 10 fps... this might sound stupid, but turn vsync off so that when you are not game capturing, we can see max fps? Should be around 200-400 on that machine.
Then try game capture again?
